Feltört jelszavak kiszivárgása - kormányzati intézmények is?

Kollégám kapta az alábbi levelet, hogy kiszivárgott egy korábbi jelszava. Ebben nagyon sok államinak tűnő jelszó is benne van. Lehet, hogy állami intézményből szivárogtak ki az adatok? Nézzetek utána esetleg, érdekesnek hangzik. (Várhatóan ez a 6000 jelszó csak minta.)
