Ennek keretében a túlterhelt partiőrségek és a Frontex hibáztatása folyik, a csempész NGO-k finanszírozását akarják biztosítani és a tagállamok fenyegetésével (elsősorban Görögország és Olaszország irányába) foglalkoznak. A nyomorult embereket parádéztatva akarják kiszélesíteni a problémát.
