Csak cmd.exe-ről tudok, ezt Command Prompt-nak hívják elvileg.
Nem (kiemelés tőlem):
Starts a new instance of the command interpreter, Cmd.exe.
Vagyis ez kb. ekvivalens a shellel, mint a bash vagy a zsh. Ha kiadsz egy cmd-t cmd alól akkor nem egy új ablakot kapsz, csak egy új parancsértelmező szintet. Mivel ez egy konzol alkalmazás, ezért amikor elindítod, alapból kapsz hozzá egy virtuális terminált. De semmi nem akadályoz meg abban, hogy másik virtuális terminálban használd, akár Windows Terminalban.
Egyébként ez azt a konzol-terminál keverést Linuxon, BSD-ken is utálom.
