"The reason is because Google is very security conscious. It would be irresponsible of them to allow others to register a previously used email address.
If you sign up an account, say, with your bank, and you tie that account to your gmail address, then delete your gmail account, someone could then register that email account, attempt to log into the bank, initiate the forgotten password procedure, then log into your bank account. (Granted, most banks nowadays have adjusted their forgotten password procedure to accommodate this type of attack, but you get my point.)"
